Riley graduated from Humboldt State University with a B.S. in Wildlife Management and then received a M.S. in Biological Science from California State University Chico.

Did you know that in addition to the Army Corps of Engineers, USFWS, and CDFG that the State Water Resources Control Board (Board) plans to regulate wetlands?
Yes, in fact the Board already has a role under California's Porter-Cologne Water Quality Act and Section 401 of the Federal Clean Water Actor for "Clean Water Certifications."
